Within the scope of the Girls in Science project, experts from the Roza Otunbaeva Initiative Foundation conducted a situational analysis of the development plans of pilot schools, as well as some pre-school and out-of-school institutions. This analysis also encompassed district education departments in Alamedin and Ysyk-Ata districts of Chui region, and Kochkor and Atbashy districts of Naryn region.

A total of 25 school development plans were studied. The analysis revealed that nearly all of the examined development plans and annual educational organization plans lack measures for promoting STEM education. This includes measures aimed at additional studies or skill development in the natural-mathematical subjects. Additionally, the studied plans do not incorporate gender-sensitive activities as distinct parameters. These plans primarily focus on immediate tasks and addressing educational challenges.

Furthermore, it was observed that parents and other stakeholders are not actively engaged in the planning process. Many educational organizations are unfamiliar with modern methods of effective planning. Only a subset of educational organizations attempted to involve select members of pedagogical teams and heads of methodical associations of educational organizations in the planning process.
