The «Discover Asia» project held a public lecture by Central Asia expert Arkady Dubnov
December 18, 2013, 06:00On December 13, the “Discover Asia” program presented a public lecture with Central Asia expert Arkady Dubnov. During the lecture, Mr. Dubnov spoke about the fight against corruption in Kyrgyzstan. He highlighted cases where officials and deputies have not disputed accusations of corruption leveled against them, but have continued to work because the statute of limitations has passed for their crimes. Dubnov argued that politicians should not be able to remain in power after being convicted of corruption. Mr. Dubnov also outlined the priorities of the current government, chief of which is to achieve legitimacy after two revolutions. To accomplish, he stated, the government must eliminate the causes of the previous to regimes’ collapses: Nepotism, corruption, mob rule (as opposed to the rule of law) and irresponsible economic populism on the part of elites. Currently, nepotism is not overly apparent, and there are encouraging signs that the President is taking a principled stand against corruption, Mr. Dubnov claimed. The lecture lasted two hours, including time for an expert panel. It was a lively discussion where much time was devoted to the prospects of Kyrgyzstan's ascension to the Customs Union.
