On June 17-18 2013 in Vienna at the Conference "OSCE Security Days 2013," was discussed the role of the OSCE in the 21st century, were analyzed current priorities in the field of security and were considered new tools to promote dialogue and co-operation in the OSCE area and beyond.

The former President of Kyrgyz Republic Roza Otunbayeva delivered a speech at the conference. Other speakers were the former Federal Chancellor of Austria Wolfgang Schussel, the President of the Russian Council on International Affairs and former Minister of Foreign Affairs of Russia Igor Ivanov, deputy of the Greek Parliament D. Bakoyannis, former Secretary General of the OSCE Dzh. Aragona, Chairman of the Munich Security Conference V. Ishinger, Permanent Representative of Russia to NATO A. Grushko, Minister of Foreign Affairs of Libya Aziz M.I.Abdul.

Roza Otunbayeva noted that by the standards of the World Bank, Kyrgyzstan is included to the group of countries with low-income ($ 900 per capita - data for 2011), and, nevertheless, it is a member-state of the OSCE - Organization which unites together the richest countries of the world.

This indicator of Moldova is 2.2 times higher than that of Kyrgyzstan (1990 USD), and is the lowest index of income in Europe. Monaco, another member of the OSCE 203.5 times higher than Kyrgyzstan in terms of income per capita, and Austria is to 53.5-fold.

“All of these countries are members of the OSCE. The poverty is a main enemy on democracy in Kyrgyzstan. Poverty is also the real security threat. We need to get people out of poverty, provide jobs, and find a job, even outside the country. 980 of the 992 million of OSCE states’ population live in countries with higher levels than states with low income. OSCE unites the most prosperous countries in the world. Is it impossible and difficult to open up the labor market for workers from Kyrgyzstan, a country with a population of just 5.5 million people and the country that shares common values with the people of the OSCE member-states? "- raised the question Roza Otunbayeva.

Roza Otunbayeva also made a report on June 20 at the Annual Conference of the OSCE Review of safety issues during the session on early warning, conflict prevention, crisis management, conflict resolution and post-conflict reconstruction.
