Migration and development at the local level in Kyrgyzstan
From January to September 2019, the Foundation implemented the “Integrating a gender approach into local migration and development priorities in Kyrgyzstan” project with financial support from the International Development Fund and the International Organization for Migration in the Kyrgyz Republic Within the framework of the project, trainings, coaching sessions, a camp, consultations with gender experts, practical activities with local self-government and experts from the Ministry of Foreign Affairs of the Kyrgyz Republic, the Ministry of Finance of the Kyrgyz Republic and the Ministry of Economy of the Kyrgyz Republic were held. Main project outcomes: 1) Project participants from Barskoon and Suzak regions increased their capacity, knowledge and skills in developing the Program for Socio-Economic Development, including components of migration and development and a gender approach in accordance with the National Development Strategy of the Kyrgyz Republic for 2018-2040. 2) The project participants developed the Program for Socio-Economic Development for 2020-2022 integrating a gender oriented approach into migration and development priorities at the local level. 3) The project participants held a public hearing of the Program for a wide range of people, and also approved the Program at a session of the local parliaments (copies of decisions are attached). According to the participants, this project was very useful and necessary for them, as well as for their communities, where improved programs will now find their application. Participants also rethought the role and purpose of the Program. They learned that the Program is being developed not for the sake of reporting and verifications, this is not just a formality that needs to be completed, but for the sake of the villagers, their community, for the good of whom they work for. Participants managed to reflect in the Program the need and hope of the people: a human, women and men. Also, according to project participants, the Program is an important document that takes into account the interests of different groups of the population, as well as it is an effective tool to attract investments, partners and complies with the developed PSED of cities and regions approved by a joint order of the Ministry of Economy of the Kyrgyz Republic on May 15, 2018. No. 63-A and the State Agency for Local Government Affairs and Interethnic Relations dated May 16, 2018 No. 01-18 / 56.
Project goals:
The aim of the project is to increase the capacity of the administration heads and employees, activists and leaders from Barskoon and Suzak villages in order to strengthen the Program of Socio-Economic Development through introducing a gender approach and migration for relevant village councils.
