Public Supervisory Boards
The mission of the Public Boards of government agencies is the participation of citizens in government for the development of the country. The development of public boards of government agencies in Kyrgyzstan can be divided into two stages: the first stage began in 2010 when President Roza Otunbayeva issued a Decree on the establishment of Public Supervisory Boards (PSB) in 10 pilot government agencies. The PSB included active representatives from the civil sector (business, NGOs, the expert and academic community). The PSB, under leadership of Presidential Administration actively participated in decision-making processes of government agencies and showed examples of successful cooperation between the state authorities and civil society. Within the framework of the project, the following activities were held: October 30, 2012, “PSB activities outcome over the past period” conference of Public Supervisory Boards under government agencies of the Kyrgyz Republic took place, where Roza Isakovna Otunbaeva was elected Honorary Chairman of the PSB Coordinating Board. However, the institutionalization of this mechanism required the further development of the regulatory framework and regulation of PSB activities. The second stage of development of the PSB began when the developed by an initiative group of active PSB members “On Public Boards of Government Agencies” law was adopted on May 24, 2014. The PSB was renamed into the “Public Boards of Government Agencies” (PBGA) and clarifications were introduced to its mission, goals, functions, rights and obligations. In August 2014, the Government Decree “On measures to implement the Law of the Kyrgyz Republic “On the Public Boards of the Government Agencies” was published, where control over the decisions implementation was entrusted to the Government Department of Public Administration and Human Resources. In 2016, 35 government agencies had PBGAs. The Public Supervisory Boards website www.ons.kg was created to inform the residents of our country about the activities of Public Boards, news, issues discussed, progress reports etc. This website was developed free of charge by the "Union of crisis managers" public organization In October 2016, the existing website was updated and renamed to www.osgo.kg within UNDP “Capacity Building Mechanisms” project co-financed by the Open Society Foundations, and the “Promotion of fair governance to achieve social justice” joint project of the EU and UN.
