The Official Closing Ceremony of the Mentoring Project «Ustat-3» Project will Take Place in Bishkek on June 15th, 2016.

The IPF “Roza Otunbayeva Initiative,” in cooperation with the Ministry of the Interior of the Kyrgyz Republic and the Association of Female Police Officers of the Kyrgyz Republic, with the support of the United Nations Office on Drugs and Crime, will be completing the mentoring project “Ustat-3.”

 

The “Ustat-3” project is a partnership between 30 mentors from the Ministry of the Interior (of whom the majority of whom are women and young people) and boys and girls who have decided to serve in the police form, enforce rule of law, and increase confidence in the police, with the goal of working towards gender equality and the fair representation of ethnic minorities in the Ministry of the Interior.

 

It is important to remember in our modern world that the nature of the relationship between the police and the population is one of the most important indicators of the socio-political situation in the country. On the one hand, for many the police represent lawful order, and on the other hand, they can be the most “tangible” instrument of power.

 

Given these circumstances; when the importance of openness and cooperation is so obvious, the IPF is proposing a new model which can, with the cooperation of everyone involved, form new principles of cooperation and partnership between law enforcement agencies and civil society.

 

The “Ustat-3” project, with the participation the MIDKR, AFPOKR, and support of the UNODC, has been underway since September 2015. The goal of the project is to contribute to the strengthening of trust in the police, and to increase the prestige of serving as a police officer, through career guidance for high school graduates. The final goal is to improve gender and ethnic representation in the police force.

Over the course of eight months, mentors have helped their mentees to: get vital information about service requirements for the police force, develop these skills, and find the right motivation to serve in as a police officer.

During the official closing ceremony, project mentors and mentees will share their impressions and experiences of the “Ustat-3” project.

 

For Reference: The “Ustat-3” mentoring project was implemented by the Foundation in 2013, and is aimed at encouraging young, able, and willing women to actively participate in the cooperative process between female mentors (Ustat) and young, female mentee-specialists (Shakirt).

During this period, two other projects have been successfully completed: “Ustat-1” (for young specialists working with high-ranking female mentors from the General Procurator’s Office, Supreme Court, National Bank, and others) and “Ustat-2” (for older high school students from the Bishkek suburbs, who received mentoring from experienced education and science professionals).
