Opening in new kindergartens called not a priority for the authorities

Monday, June 18, 2014 – Representative of the Roza Otunbayeva Initiative Jibek Koychukulova told reporters that the construction of preschools in the settlements around Bishkek and Osh is not a priority to those in power.


The expert recalled that there are now about 50 settlements around Bishkek and that preschool education is not a priority within urban policy for local authorities.


According Ms Koychukulova, preschools are an afterthought, occupying buildings originally designed for other uses.


The Roza Otunbayeva Initiative has repeatedly pushed for a shift in public policy towards early childhood education through the construction of new buildings and alternative forms of preschooling.


"It can not only be community preschools. There are more options when existing municipal preschools can replace full-day programs with part day programs, with activities away from training and sleeping area, thereby increasing the number of groups at each school. There are other alternative forms: family kindergartens, private kindergartens, educational centers, just care centers - a variety of forms and techniques, which officials and parents should learn about. We see that money from the municipality is lacking, but there are examples in other parts of the world where businesses allocate land for construction with the proviso that some space will serve as the garden or the clinic, and so on,” the representative stated.
